Agenda Item I: Illicit International Maritime Activity

Agenda addresses forms of unlawful activities occurring at sea, including smuggling, human trafficking, illegal fishing, and other forms of unauthorized maritime operations. Historically, control of maritime routes has been a fundamental element of state power and international trade; however, in the contemporary era, globalization and the expansion of maritime trades have significantly increased both the scale and complexity of monitoring such activities. Today, this issue remains highly significant as it poses serious threats to international trade security, state sovereignty, environmental sustainability, and human rights, while also contributing to economic losses and regional instability.

Agenda Item II: Prevention and Suppression of Piracy, Armed Robbery Against Ships

Piracy and armed attacks against vessels represent one of the oldest and most persistent threats to global maritime security, with historical roots extending along major shipping routes for centuries. Although international cooperation and naval enforcement have reduced piracy in certain regions, it continues to pose a serious threat in areas including the Horn of Africa, the Gulf of Guinea, the Caribbean, and parts of Southeast Asia. This agenda emphasizes the importance of international maritime cooperation, effective legal frameworks, and strengthened enforcement mechanisms to ensure the safety of maritime navigation. In the modern context, piracy not only endangers human lives but also interferes with global trade flows and maritime security, making it a continuing concern for international stability.
