Agenda Item:Addressing the Challenges of Unregulated Informal Settlements 

The issue of favelas and informal settlements represents a growing global challenge, particularly in the context of rapid urbanization and sustainable city development. This committee will examine how the expansion of unplanned housing areas contributes to unsafe living conditions, weak infrastructure, and increased vulnerability to natural disasters such as earthquakes, floods, and fires, often putting human lives at serious risk. It will also consider the underlying causes, including economic inequality, population growth, insufficient urban planning and government oversight, and rural-to-urban migration driven by access to education, healthcare, and employment opportunities. In addition, illegal activities and criminal networks within favelas are also considered an important issue in terms of regional security and social stability. The agenda highlights how these conditions lead to violations of basic human rights such as access to safe housing and secure living environments, and encourages evaluation of economic, legal, political, and social solutions to reduce informal settlements and improve urban resilience worldwide.
